HMRC launches MTD Income Tax beta newsletter, Edition 1

HMRC has launched Edition 1 of Ready, Steady, File!-a quarterly newsletter for volunteers trialling Making Tax Digital for Income Tax (MTD ITSA). Published on Friday 7 November 2025, it sets out what testers and their agents should expect and how to get help.

HMRC describes the shift as the biggest change to Income Tax in more than 30 years and says testers are central to shaping the service. The first edition highlights insights from user research during 2024/25 and encourages participants to share experience via a short feedback form on GOV.UK.

An early milestone flagged in the newsletter notes that the first quarterly update for testers was due by 5 August 2025, with submissions open from late July. HMRC adds there are no penalties for late quarterly updates during the testing phase, though timely filing helps stress‑test the system.

On the technical side, HMRC says it has proven the sign‑up process for individuals and agents, including those with non‑standard accounting periods. Volunteers can make and edit quarterly submissions, add income sources, see PAYE income feed into estimates for payments on account, and have payments allocated correctly. The department is also testing support for multiple agents, in‑year estimates, and tasks inside the digital tax account such as adding or ceasing an income source.

Responding to calls for clearer communication, HMRC notes, "We created this newsletter and aim to send these every 3 months during the testing phase." It also says some software already confirms receipt of submissions, with guidance being updated so taxpayers can check their digital tax account. A dedicated support model for beta participants is in place, and HMRC reiterates its aim to ensure free software options for those with the simplest affairs.

For day‑to‑day support, testers and authorised agents have a dedicated helpline on 0300 322 9619, open Monday to Friday, 8am to 6pm, alongside detailed guidance on GOV.UK. For Northern sole traders, landlords and small practices, that mix of human support and official guidance will matter as volumes ramp up.

Looking ahead, the mandation schedule is phased: start from 6 April 2026 if qualifying income is over £50,000, from April 2027 if over £30,000, with government plans to extend to over £20,000 from April 2028 subject to legislation. For businesses across Greater Manchester, West Yorkshire and the North East, the message is simple-get familiar with your software and plan with your accountant.
