Leeds South Bank, Victoria North in UK new towns push

Leeds South Bank and Manchester’s Victoria North were named among seven locations for potential new towns on 22 March, in what ministers call the most ambitious housebuilding push in 50 years. Each site is expected to deliver at least 10,000 homes, with several rising to 40,000 over time, according to a government press release. (gov.uk)

‘A once‑in‑a‑generation opportunity to deliver up to 13,000 new homes,’ said West Yorkshire mayor Tracy Brabin of the South Bank proposal. (gov.uk) Leeds City Council’s 2026–2030 plan already flags South Bank as a priority, tied to a first phase of mass transit and major upgrades at Leeds Station. (leeds.gov.uk)

Manchester’s Victoria North is mapped out in the city’s draft Local Plan: 15,000 homes across seven neighbourhoods and a new City River Park shaped around the River Irk, with phases stretching into the 2030s. (manchester.gov.uk)

Ministers also confirmed an extra £234m for Mayoral Combined Authorities to unlock 8,000 homes on derelict sites, including Tees Valley, Hull & East Yorkshire, and York & North Yorkshire. (gov.uk)

York & North Yorkshire Combined Authority says earlier Brownfield Housing Fund rounds are bringing forward more than 1,100 homes across 17 sites, with a further £7.3m allocated in late 2025; Tees Valley’s 2025/26 allocation was £6.12m. (yorknorthyorks-ca.gov.uk)

Greater Manchester mayor Andy Burnham called Victoria North ‘the model of what a new town should be’, pointing to modern homes linked to high‑quality public transport. The GMCA’s Good Growth Fund lists Victoria North among early investments. (gov.uk)

The funding model is set to change too. A publicly owned National Housing Bank within Homes England goes live on 1 April 2026 with up to £16bn, aiming to crowd in roughly £53bn of private capital and support more than 500,000 homes. (qna.files.parliament.uk)

Developers and councils across the North will welcome the focus on delivery. New development corporations are also on the table to keep projects moving, ministers said. (gov.uk)

A public consultation on the draft policy and locations is due to run until Monday 18 May 2026, with final decisions later this year after environmental assessment. The formal papers will be published shortly, the department said. (gov.uk)

In Leeds, the council and West Yorkshire Combined Authority are preparing a Mayoral Development Zone to steer the South Bank and related regeneration, with 2026 framed as the year plans shift ‘from vision to delivery’. (news.leeds.gov.uk)

Nationally, peers and campaigners want the new towns to be walkable, green and community‑led. Parliament’s Built Environment Committee has urged long‑term stewardship models and meaningful local engagement before sites are finalised. (parliament.uk)

For northern readers, the takeaway is clear: the North has been placed at the front of the queue. The opportunity is real; the test now is delivery-on affordability, transport and jobs-so families see the benefits on their own streets.
